Dr. Timothy Theuri

Dr. Timothy Theuri is a distinguished health systems leader and healthcare policy expert with deep experience of driving national and regional health sector reforms in Kenya and across East Africa. He has led complex, multi‑stakeholder initiatives spanning health systems strengthening, regulatory reform, healthcare financing, and public–private sector collaboration. His work has consistently focused on improving governance, improving quality, and unlocking private sector investment to advance universal health coverage.

Dr. Theuri is the outgoing Chief Executive Officer of the Kenya Healthcare Federation where he provided transformational leadership to the country’s private health sector. In this role, he spearheaded influential policy advocacy that led to landmark reforms, including the integration of private health facilities into Kenya’s Social Health Insurance framework, now accounting for half of all contracted facilities and lead claims by value. He has led programs supported by major partners such as USAID the  International Monetary Fund and the  Bill & Melinda Gates Foundation focusing on pharmaceutical manufacturing reform, healthcare governance, workforce development, and market transformation aligned with Kenya’s Vision 2030 agenda. 

A trained dental surgeon and accomplished executive, Dr. Theuri has served as a Board Director at the Kenya Medical Practitioners and Dentists Council where he has chaired multiple national technical committees overseeing ethics, training, regulation, and workforce policy. His leadership has contributed to measurable improvements in regulatory efficiency and professional standards. He is also actively engaged in several national task forces and regional healthcare federations, bringing a systems‑oriented perspective to health policy formulation, data interoperability, and crisis response. He has served on national taskforces, notably the Mpox and Marbug virus disease.

Dr. Theuri holds a Bachelor of Dental Surgery from  Moi University and advanced training in management, accounting, and public sector leadership, including distinction‑level executive training at the Kenya School of Government He is a Fellow of the Pierre Fauchard Academy and the International College of Dentists. He is widely respected for his ability to bridge policy, practice, and governance in complex health systems environments.
